Does fixing a cruise-speed surge require buying credits in addition to the MPVI3 device?
To write a fix to the car, yes. Credits buy the license that lets the interface write to a specific vehicle. HP Tuners notes you can read, edit and save a calibration before licensing, and the license is used when a new file is written to the vehicle. Many engine computers take 2 credits; after that, rewrites to that vehicle are free.
